Of these, 65,986 fines were issued to unique vehicle registrations, indicating that certain vehicles were fined multiple times for violations. The ULEZ is a designated area within London where vehicles that do not meet certain emission standards are subject to a daily charge. The purpose of the ULEZ is to improve air quality within the city. Fines for violating ULEZ regulations are £180, though they are reduced to £90 if paid within 14 days of receiving the initial penalty charge notice (PCN). TfL has collected a total of £6,248,241 in payments for non-compliant EU vehicles within the ULEZ. TfL emphasizes that the ULEZ is not intended to generate revenue, but rather to promote cleaner air and that data indicates a decrease in non-compliant vehicles. To comply with ULEZ regulations, petrol cars must meet Euro 4 emissions targets, while diesel cars must adhere to Euro 6 emissions targets. Compliant petrol vehicles are generally those registered with the DVLA after 2005. TfL has implemented measures to enforce ULEZ regulations both within the UK and abroad, aiming to maintain cleaner air in London. Fines collected are reportedly reinvested in London’s transport network, such as expanding bus routes in the suburbs. Since August 2023, when the ULEZ was extended to all London boroughs, warning notices have been issued to owners of non-compliant vehicles who failed to pay the charge after driving within the zone. These warnings are intended to ensure appropriate action is taken in the future and to address any genuine errors.

The number of EU drivers fined by Ulez for traveling in the capital has reached record levels.

Transport for London uses European Parking Collections to issue and manage fines for vehicles registered outside Great Britain.

According to a freedom of information request, the EPC has issued 251,084 fines on behalf of TfL to vehicles registered in EU member states since April 2019.

Of the fines, 65,986 were issued to unique vehicle registrations, meaning some vehicles would have been charged multiple times for violations.

Ulez fines charge drivers £180, although reduced to £90 for payment within 14 days since the first PCN was issued.

If a foreign registered vehicle is not registered with the DVLA and does not comply with the Ulez rules, fines will be imposed.

Under current Ulez rules, drivers of non-compliant cars must pay £12.50 daily for entering the zone.

To be Ulez compliant, petrol cars must meet Euro 4 emissions targets, while diesel cars must adhere to Euro 6 emissions targets.

Gasoline compliant cars are generally those first registered as new with the DVLA after 2005, although there have been compliant cars since 2001.

TfL explained: “The Ulez is not about making money. It will lead to cleaner air while generating smaller and smaller net revenues, as was the case with the previous expansion into central London where people switched to greener vehicles.

“Data shows that more than 95 percent of vehicles seen in the Ulez on an average day are compliant with Ulez regulations.”

If the holder of the vehicle contacts EPC to confirm that the vehicle indeed complies with the Ulez rules, the fine will be cancelled.
