As a requirement of this grant, HBCAT participated in the 2023 introductory grant to enhance the capacity of the Local Healthy Equity Action Team (LHEAT) coalition. LHEAT completed various trainings and exercises throughout the year to strengthen its membership and partnerships. Additionally, LHEAT conducted 10 Community Readiness Interviews to develop an action plan to address youth substance abuse, particularly tobacco and alcohol abuse. HBCAT is enthusiastic about participating in the planning phase of this grant, which involves creating a strategic plan for implementation. The team will rely on its strong partnerships through the LHEAT coalition to implement policy, system, and environmental changes related to drug prevention. One of the initial steps will be to increase the participation rate of Kansas Communities That Care (KCTC). Currently, Bourbon County’s participation rate is 31%, while the state of Kansas aims for it to reach 60%. This is crucial because the survey gathers data on substance abuse, mental health, and other key health components from the student perspective. The survey is anonymous and provides students a platform to express their needs. The survey targets 6th, 8th, and 10th grade students in the public school system. Schools conduct the survey annually with parental consent. The state utilizes the data collected in this survey to allocate funds and resources to areas of need. HBCAT will also conduct a week-long training on Strategic Prevention Framework Application Skills Training, which is a result of training from the Substance Abuse and Mental Health Administration (SAMHSA). This training will assist in developing a strategic plan eligible for additional implementation grants in the upcoming years.
