From day one, Eevee and its evolutions have been among the most popular Pokémon. To capitalize on this fact, Creatures Inc. released the Poncho-Wearing Eevee Series in 2017. This series includes eight promotional Pokémon TCG cards; each one features an image of Eevee wearing a poncho with an image of an Eeveelution.

This Poncho-wearing Eevee card is the version where Eevee wears a Flareon poncho. The checkered background of red and orange is highlighted by a layer of holofoil, creating a visual effect that almost looks like flames. This is of course a direct reference to Flareon itself.

The implication of the illustration, of course, is that Eevee’s true desire is to evolve into Flareon. This adds a narrative component to the card, which increases its overall value. The “Fire Fang?” attack with a question mark—a reference to Flareon’s actual Fire Fang attack—further makes it clear that this is just Eevee pretending to be Flareon.

That said, the most important factor is still the fan-favorite status of Eevee and all eight Eeveelutions. When you add that to the fact that it’s a promotional card that’s packed with character and its status as part of a set of eight, on top of everything else mentioned, it’s no surprise that this is an extremely valuable card.
