The new law establishes Rano, Gaya, and Karaye as second-class emirates, with Kano remaining as the first-class emirate. The Emir of Kano will serve as the head of all emirates, while the emirs of the second-class emirates will be responsible to him. The governor holds the authority to appoint suitable individuals as second-class emirs. Notably, the law does not include Bichi Emirate, which was previously created by former Governor Abdullahi Umar Ganduje but was subsequently dissolved by the new Kano Emirates Council Act.

Governor Abba Kabir Yusuf has signed a bill into law that will create three second-class emirates in Kano State. The new law establishes Kano as a first-class emirate, with Rano, Gaya and Karaye as second-class emirates. By law, the Emir of Kano will be the head of all the emirates, and the emirs of the second class will be responsible to him.

The governor has the power to appoint suitable persons as second-class emirs. The new law does not include Bichi Emirate, which was previously created by former governor Abdullahi Umar Ganduje but was dissolved by the new Kano Emirates Council Act.
